Purpose of the Center

In line with the strategic vision of Université La Sagesse, the Regional Center for Legal and Political Research aims to address interdisciplinary issues at the intersection of law and political science in Lebanon and the Middle East

  1. Faculty of Law
    Building on the historical significance of the Faculty of Law (established in 1875), the Center positions itself as a think tank that addresses contemporary legal challenges. At the intersection of law and society, it explores issues of governance, human rights, reforms, and regulatory frameworks shaping the region.

  2. Faculty of Political Science and International Relations
    In light of the growing importance of international relations, digital transformation, and governance, the Center expands its focus to contemporary political, social, and economic challenges in the Middle East. Through innovation, critical analysis, and multidisciplinary collaboration, it seeks to position ULS as a leading regional research institution.

The Research Center strives to become an influential regional hub for pioneering, multidisciplinary research, policy advocacy, and education—bridging law, political science, international relations, and allied fields—in order to inform public discourse, strengthen governance, and support the sustainable development of societies in Lebanon and the MENA region.

Research Focus

The Center’s activity will revolve around four strategic axes, under which each of many themes can be explored:

  • Axis 1: Public and Private Law
  • Axis 2: Intellectual Property, ICT and Digital Law
  • Axis 3: Political Science and International Relations

Axis 1: Public and Private Law

  • Constitutional developments and governance
  • Human rights and access to justice
  • Contractual obligations and emerging liabilities
  • Corporate governance and business law developments

The thematic areas identified under Axe 1, namely contractual obligations and emerging liabilities, corporate governance and business law developments, constitutional developments and governance, and human rights and access to justice, collectively encompass the full range of Master’s program specializations. General Private Law is reflected in studies on contractual theory, torts, and evolving liability in new contexts such as digital and environmental regulation. Business Law and Energy Law align with research on corporate governance, market regulation, and compliance. Arbitration Law is situated within dispute resolution mechanisms applicable to both private and commercial legal frameworks. Public Law is clearly addressed through constitutional theory, administrative law, and institutional governance, as well as through the protection of individual rights and the development of justice systems. Comparative Law acts as a transversal field, offering analytical depth across all thematic areas by examining how different legal systems respond to similar public and private legal challenges.

Axis 2: Intellectual Property, ICT and Digital Law

  • Privacy, data protection, and cybersecurity
  • Intellectual Property rights in digital environments and other evolving sectors.
  • Regulatory frameworks for AI and emerging technologies
  • Digital transformation in public administration

The areas identified under Axe 2 are directly aligned with the specialization fields offered in the Master 2 program at Sagesse University, an advanced academic offering that stands out as the only program of its kind at this level provided by a law school in Lebanon. The program includes dedicated courses on personal data protection and cybercrimes, addressing the first axis of concern. It also offers in-depth instruction in copyright, trademark, and patent law, which support advanced research into intellectual property in the digital age. The inclusion of e-commerce, understood broadly to encompass cyberspace legal frameworks, resonates with the themes of digital governance and the legal implications of digital transformation. Additionally, the program’s focus on logical legal reasoning prepares students to engage critically with the development of legal norms and regulatory responses to artificial intelligence and emerging digital technologies.

Axis 3: Political Science and International Relations

  • Diplomacy and Strategic Negotiations
  • Conflict Resolution, Peacebuilding, and Collective Memory
  • Risk, Resilience, and Crisis Governance
  • Security and Migration studies
  • Geopolitical dynamics in the Middle East

The areas identified under Axe 3 are comprehensively addressed within the undergraduate program and graduate program with its concentrations in Diplomacy and Strategic Negotiations, and NGO Management, which offer a specialized curriculum directly aligned with these thematic research areas. By delivering instruction in Arabic, English and French, ULS uniquely positions itself as a leading institution in Lebanon, fostering a multilingual and internationally minded academic environment. The Research Center aims to advance knowledge and practice in crisis governance and peacebuilding through innovative, simulation-based research, equipping decision-makers and communities with tools to anticipate risks, resolve conflicts, and build resilience.
