نعمة بالنقيب الجديد ووفد النقابة مؤكدًا أن قيمًا مشتركة تجمع بين الجامعة ونقابة المحامين. وذكّر بأن جامعة الحكمة منذ تأسيسها في عهد مطران بيروت للموارنة المثلّث الرحمات يوسف الدبس كانت عبارة عن معهد الحاملين للقيم والذين يتمتعون بالعصامية، وقد تبوأ العديد منهم مناصب متقدمة في مؤسسات لبنانية وعالمية، ومنهم من تولى مناصب وزارية ونقابية وبشكل خاص في نقابة المحامين ما يشكل مدعاة فخر للجامعة \nالعميد سعد: كلية الحقوق خرّجت أكثر من نقيب للمحامين\nبدوره، رحّب عميد كلية الحقوق في الجامعة الدكتور شادي سعد بالنقيب الجديد في بيته، مؤكّدًا متانة العلاقة التاريخية بين النقابة والجامعة، ومعلنًا التزام الكلية الكامل بدعم الولاية الجديدة للنقيب معتبرًا أنّ استقبال النقيب ليس استقبال ضيف، بل استقبال أحد أبناء المؤسسة. وأكد أنّ الجامعة تفخر بأن يكون نقيب المحامين في بيروت اليوم من خريجي كلية الحقوق فيها، مشيرًا إلى أنّ هذا الموقع يحمل مسؤولية كبيرة لا تُمنح إلا لمن يدرك معناها وقيمتها.\nولفت الدكتور سعد إلى أنّ النقيب مرتينوس هو خامس نقيب محامين من خريجي جامعة الحكمة، بعد النقباء وديع نعيم، سليم الأسطا، نهاد جبر، وأنطونيو الهاشم، معتبرًا أنّ هذا المسار يؤكد دور الحكمة في تخريج قيادات نقابية وقانونية فاعلة في المجتمع اللبناني.\nوشدّد عميد الكلية على أنّ العلاقة بين نقابة المحامين في بيروت وكلية الحقوق في جامعة الحكمة ليست علاقة ظرفية أو مناسبة عابرة، بل علاقة تاريخية قائمة على رسالة واحدة عنوانها العدالة، المهنة، ولبنان، مذكّرًا بأن نقابة المحامين تُعد “أمّ النقابات”، كما أنّ كلية الحقوق في الحكمة تُعد “أمّ الكليات”.\nوفي هذا السياق، أشار الدكتور سعد إلى التطور الملحوظ الذي شهدته هذه العلاقة خلال العامين الأخيرين، لا سيما بعد قرار النقيب السابق الأستاذ فادي مصري نقل امتحانات الدخول إلى النقابة إلى حرم جامعة الحكمة، معتبرًا أنّ هذا القرار شكّل نقلة نوعية حقيقية على صعيد التنظيم، والهدوء، والجو الأكاديمي، واحترام هيبة الامتحان والنقابة.\nوأكد عميد كلية الحقوق أنّ الولاية الجديدة للنقيب هي “ولاية مشتركة”، وأن نجاحها يشكّل مسؤولية جماعية، معلنًا استعداد الكلية الكامل لوضع إمكاناتها كافة في تصرّف النقابة، سواء على المستوى اللوجستي والبنى التحتية، أو على المستوى الأكاديمي، من خلال أساتذتها وشبكة علاقاتها المحلية والدولية، خدمةً للمهنة وتعزيزًا لثقافة العدالة في لبنان.\nوختم الدكتور سعد كلمته بالتأكيد على تميّز نقابة المحامين في قدرتها على طيّ صفحة الانقسام فور انتهاء الانتخابات، معتبرًا أنّ هذا السلوك يعكس مستوى النخبوية والمسؤولية التي يتميّز بها المحامون، ومشدّدًا على أنّ الحفاظ على هذا النموذج واجب على كل نقيب وكل عضو. وختم بالقول: “أهلًا وسهلًا بك في بيتك، نفتخر بك، ونعلن التزامنا أن نكون إلى جانبك”. \nمرتينوس: الحكمة سلوك في الحياة قبل أي أمر آخر\nختامًا، كانت كلمة نقيب المحامين عماد مرتينوس الذي أبدى تقديره للجامعة التي قدمت له المعرفة القانونية مع المعرفة الإنسانية والأخلاقية. وقال: “هنا بدأت الحكاية، سلام عليكِ يا حكمة الناس، يا سلوكًا في الحياة قبل أي أمر آخر. من المقاعد انطلقنا، وإلى القواعد نعود، فالطريق إلى البعيد يبدأ من هنا، من مقعد صغير في جامعة كبيرة. هذه جامعة تشرّف خريجيها، ويشرّفها خريجوها، وأنا واحدٌ منهم. كم فهمت لاحقًا كيف كانت إدارة كلية الحقوق في جامعة الحكمة تزاوج بين النظري والعملي، بين المحاضرات والتطبيقات، وذلك منذ سنوات الاختصاص الأولى. وفهمت لاحقًا لماذا كانت الاستعانة بقضاة دكاترة، للمواءمة بين جناحي التعليم الحقوقي، فكنا حقوقيين ومتدرجين، قبل أن نصبح محامين متدرجين، وهذا هو سرّ الحكمة ونظامها التعليمي”.\nأضاف: “علمتني جامعتي أن أتقن الصوت العميق، الذي يعلو بعمقه على الصخب والضجيج — هكذا تكون المرافعات. علمتني جامعتي أن أفكر مرتين قبل أن أتوكّل، أن أسبر ما في الفكر قبل ما تنطق به الشفاه، أن أستمع قبل أن أعلّق، أن أفهم قبل أن أتبنّى أو أعترض، وأن أتبصّر قبل أن أحكم”.\nوأردف متابعًا: “عدنا، وأتحدث بالجمع لأننا كُثر، خريجو جامعة الحكمة. سلام عليك يا جامعتي، سلام على الأساتذة الذين مرّوا في حياتي كضياء، وعلى الزملاء الذين صاروا ذكريات لا تشيخ، وعلى كل خطوة رسمت ملامح طريقي. أن أعود إليك اليوم، لا كطالب يبحث عن علامة، بل كمحامٍ يفتّش عن علّامة، وهم كُثر في جامعتي، لأقول لهم: شكرًا. وفي الطاقات”\nالبروفسور نعمة: إبتعاد الشباب عن القطاع العام ينعكس سلبًا على لبنان \nإستضافت جامعة الحكمة رئيسة مجلس الخدمة المدنية السيدة نسرين مشموشي في زيارة تضمنت لقاء حواريًا مطولا وصريحًا مع طلاب من الكليات الثماني في الجامعة حول مسار القطاع العام في لبنان، وذلك في قاعة المسرح في الحرم الرئيسي للجامعة في فرن الشباك، بحضور رئيس الجامعة البروفسور جورج نعمة ونواب الرئيس وأعضاء المجلس وعائلة الجامعة من أساتذة وإداريين وحشد طلابي وفريق من مجلس الخدمة المدنية وExpertise France. \nوقد أكد الرئيس البروفسور نعمة أن جامعة الحكمة تولي، إلى جانب الإهتمام بالمسار الأكاديمي للطالب، أهمية خاصة لمسارهم الإنساني والوطني وانخراطهم في البناء الإيجابي للدولة. وقال رئيس جامعة الحكمة إن أهمية اللقاء الطلابي مع رئيسة مجلس الخدمة المدنية تكمن في تعريف الطلاب على الصورة الحقيقية للقطاع العام، خصوصًا أن الشباب اللبناني يبتعدون عن هذا القطاع، الأمر الذي ينعكس سلبًا على لبنان. ولفت في هذا المجال إلى أن الحضور الفاعل لمجلس الخدمة المدنية يسهم في تطور القطاع العام وضمان وصول الكفايات إلى المناصب الإدارية العامة، في حين أن تغييبه كما حصل في العقود الماضية أسهم في التراجع الكبير لهذا القطاع. \nمداخلة السيدة مشموشي\nثم كان عرض تفصيلي عن مجلس الخدمة المدنية قدمته السيدة مشموشي استهلته بالقول ان المجلس أنشئ عام 1959 في عهد الرئيس فؤاد شهاب ليكون الإدارة المركزية للموارد البشرية في القطاع العام. \nوتناولت في مداخلتها أهم مهام المجلس كأداة مركزية لإدارة الموارد البشرية والمنظّم المركزي للقطاع العام، وصاحب الصلاحية في إجراء المباريات للإدارات العامة والمؤسسات العامة باستثناء مصرف لبنان فقط، كما عرضت المشاريع الإصلاحية التي يعمل المجلس عليها والتي أهمها: الإطار المرجعي للوظائف والكفايات، وضع نظام معلومات الموارد البشرية وربطه بإدارات الدولة وأجهزتها ومؤسساتها لا سيما وزارة المالية والهيئات الرقابية والصندوق الوطني للضمان الاجتماعي ووزارة التربية والتعليم العالي والسجل العدلي، رقمنة اجتهادات المجلس واستحداث تطبيق ذكاء اصطناعي للبحث فيها، تجميع نصوص الوظيفة العامة تمهيداً لتعديلها، وغيرها من المواضيع الأساسية لتحديث عمل مجلس الخدمة المدنية. \nوأكدت أن إطاراً مرجعياً للوظائف والكفايات لتصنيف الوظائف وتوصيفها الذي يعمل المجلس على وضعه – بعد ان قام بتوزيع 28099 وظيفة والتي أصبحت 25642 وظيفة على 22 مجالاً، وتحديد 135 وظيفة مرجعية، يصار حالياً الى وضع توصيف لكل منها تمهيداً لتوصيف جميع المسميات الوظيفية (حوالي 3200)- سيعتمد أساساً للتعيين والترفيع وبناء المسارات الوظيفية وتحديد مهام الموارد البشرية والكفايات المطلوبة منها، وبالتالي تقييم الأداء وتحديد المسؤوليات سنداً للتوصيف الوظيفي، كما أشارت إلى أهمية الدور الذي يمارسه المجلس في إطار الإدارة الترقبية للوظائف والمهام وانعكاسه على التخطيط للموارد البشرية وهندسة الملاكات وبناء هيكليات أفقية.\nولفتت إلى أن الحكومة وبعد انتهاء مفعول وقف التوظيف بموجب قانون الموازنة العام لعام 2019، أجازت التوظيف هذه السنة وذلك للبدء بسد الشغور الحاد في القطاع العام الذي تجاوز الـ75%، فالملاك الإداري العام كان يتضمن 28099 وظيفة، وقد وافق مجلس الوزراء بناء لطلب المجلس على إلغاء 2457 وظيفة، فبات يضم 25642 وظيفة، علماً أنّ المجلس يطمح إلى تخفيض هذا العدد تبعاً لإلغاء وظائف أخرى انعدمت الحاجة إليها وفي الوقت عينه استحداث وظائف ومهام جديدة ملحة وضرورية لتلبية متطلبات التحديث ورؤية الدولة في تسيير المرافق العامة التي تتولاها لا سيما تلك المرتبطة بالشراء العام، التخطيط، إدارة الموارد البشرية، التحول الرقمي واستخدام تطبيقات تكنولوجيا المعلومات، الاتصالات، الطاقة المتجددة والخضراء، البيئة والمناخ، التنمية المستدامة…، بحيث يتراوح عدد وظائف الملاك بين 13000 و15000 وظيفة.\nمشيرة الى التوظيف العشوائي في السلك الإداري البالغ 13000 شخصاً وفق المسح الوظيفي الذي أجراه المجلس، والذي يمكن معالجته تبعاً لحاجة القطاع العام من خلال التعاقد مع المؤهل منهم على مهام محددة بعد مباراة محصورة يجريها المجلس. \nكما أشارت إلى الموجبات القانونية والتنظيمية التي توجب دمج الطاقات البشرية من ذوي الاحتياجات الخاصة ووجوب استقطاب النسبة المئوية المحددة في القانون رقم 220/2000 على الأقل والإجراءات الواجب اتباعها لتنفيذ موجبات القانون ومندرجات المرسوم رقم 6456 عند الإعلان عن كل مباراة يجريها مجلس الخدمة المدنية.\nوأكدت السيدة مشموشي أن مجلس الخدمة المدنية لن يراعي في اختيار الموارد البشرية لأي سلك من أسلاك القطاع العام، سوى القواعد القانونية والأصول التنظيمية في تحديد المؤهلات العلمية والخبرات العملية، ولن يتقيد الا بمبادئ الجدارة والاستحقاق من خلال مباريات تنافسية وموضوعية وعلمية شفافة ونزيهة تضمن تكافؤ الفرص ووصول الأكفاء والأكثر تميزاً، مع أهمية معالجة الرواتب والأجور بما يحفظ كرامة الموظف وعائلته ويضمن له حياة كريمة، مع أخذ واقع الخزينة العامة وقدرة الحكومة المالية بعين الاعتبار من جهة ومنافسة القطاع الخاص في الاستقطاب من جهة أخرى. \nوقالت: نحن نحتاج إلى استقطاب الطاقات الشابة المؤهلة والقادرة، فالعاملون في القطاع العام حالياً منهم من أصبحوا في متوسط العمر ومنهم من قاربوا سن التقاعد، عدا عن التسرب الوظيفي الذي حصل في السنوات الخمسة الأخيرة لكفاءات متخصصة. صحيح أن الرواتب فقدت بسبب الأزمة المالية 98% من قيمتها، إلا أننا نعمل على تصحيح الرواتب والاجور، مع التشديد على مسألة أساسية في القطاع العام حيث تقوم علاقة نظامية واضحة بين الموظف وأحد اشخاص القانون العام تحكمها القوانين والأنظمة. \nوتوجهت للطلاب قائلة: “من المهم أن تدخلوا إلى الإدارة كي يتحقق التغيير، ولن يحصل تغيير دون انخراطكم في القطاع العام، وأشدد على أن تعيدوا النظر بخيارتكم ويكون الانخراط في الإدارة العامة في مقدمة هذه الخيارات، هدفنا إعادة الثقة المفقودة بالقطاع العام وتكريس حوكمة رشيدة ومأسسة أداء الخدمات العامة، وهذا لن يحصل إلا من خلال الطاقات الشابة”. \nطاولة حوارية\nكان اللقاء الحواري قد بدأ بكلمة لنائب رئيس جامعة الحكمة للعلاقات المؤسساتية والدولية الدكتورة ليلي عساف التي نوهت بما تقوم به السيدة مشموشي لتحديث القطاع العام ورفده بالطاقات. وأكدت أن هذه الندوة تضع الطلاب في صميم النقاش، وتطرح أسئلة مؤلمة لكنها ضرورية: كيف نعيد الثقة بالوظيفة العامة؟ كيف نُقنع الشباب بأن الدولة تحتاجهم؟ وكيف نُعدّهم ليكونوا قادة التغيير في وكلية الشرع الكنسي في جامعة الحكمة الدكتور عادل يمين وكان نقاش بين السيدة مشموشي وطلاب من الكليات الثماني في جامعة الحكمة الذين طرحوا أسئلتهم عن جدوى الإنخراط في القطاع العام في ظل التطورات السياسية Asser Instituut\, the non-governmental organization IUSTICOM\, and the Human Rights Legal Clinic at the Faculty of Law of La Sagesse University\, with support from the Konrad Adenauer Foundation. \nIn his opening address\, the Dean of the Faculty of Law at Université La Sagesse\, Dr. Chadi Saad\, stressed that the broad participation in the program reflects the importance of international criminal justice at a time when accountability is in decline. Nadim Yared et avec le soutien de son équipe\, ce dîner a constitué un moment privilégié d’échange et de reconnaissance envers les partenaires éducatifs de l’Université. \nL’Université La Sagesse confirme ainsi son rôle de pôle d’excellence et d’innovation\, où l’éducation demeure un levier essentiel de justice sociale\, d’égalité et d’avenir pour la jeunesse libanaise. \n  \nL’intégralité des photos de la soirée\, publiées en deux séries distinctes: \n1. https://www.facebook.com/share/p/1GcUHAytSi/  \n2. https://www.facebook.com/share/p/1AhtZNiLug/ \n  \nعبد الساتر في عشاء تكريمي لشركاء جامعة الحكمة في قطاع التعليم:\n“نشجع طلابنا على البقاء في لبنان والحكمة هي البيت المحب”\nالبروفسور نعمة: 6 اعتمادات وشهادات دولية و14 شراكة مع مؤسسات أكاديمية دولية \nإستضافت جامعة الحكمة عددًا من الشركاء في قطاع التعليم والمؤسسات التعليمية في عشاء تكريمي جامع حضره وليّ الجامعة سيادة راعي أبرشية بيروت للموارنة المطران بولس عبد الساتر، وشكل مناسبة عرض فيها رئيس الجامعة البروفسور جورج نعمة التطور الأكاديمي للجامعة على صعيد البرامج المحدثة والإعتماد وتعزيز الشراكات، على عتبة الإعلان عن الخطة الاستراتيجية للسنوات المقبلة.\nجاء ذلك في حرم كلية السياحة وإدارة الفنادق في الأشرفية الحائزة على الإعتماد من قبل مدرسة لوزان الفندقية (Ecole Hôtelière de Lausanne)، التي تحتل المرتبة الأولى على المستوى العالمي في مجال الفندقية. وتولى طلاب الكلية إعداد المناسبة التي نظمها مكتب التوجيه والقبول في جامعة الحكمة بإدارة نديم يارد. \n\nعبد الساتر: “البيت المحب”\nوفي كلمة للمطران عبد الساتر أكد أن جامعة الحكمة هي “البيت المحب للطلاب” حيث يرافقهم العمداء والأساتذة والكادر الإداري في كل مراحل وجودهم فيها.\nأضاف: في لبنان هناك دائمًا تشجيع على السفر. ما نقوله نحن للطالبات والطلاب هو أن يحبوا بلدهم وأن البقاء في الوطن أمر مهم، لأن الإنجازات ممكنة في داخل البلد وليس من الضروري الخروج من البلد للتقدم علميًا أو مجتمعيًا. أما إذا اضطر الطالب للسفر، فليحمل لبنان في قلبه وليعمل من أجله في أي مكان وُجد فيه ولو كان بعيدًا آلاف الأميال. فحينئذ لا يخسر لبنان أبناءه. \n\nنعمة: التميز الأكاديمي في الإعتماد والشراكات\nبدوره، عرض البروفسور جورج نعمة الخطوات التي حققتها جامعة الحكمة في تعزيز التميز المؤسسي. وفي مقدمها الحصول خلال السنوات الثلاث الماضية على ست اعتمادات وشهادات دولية، ما يجعلها في مصاف الجامعات اللبنانية الأكثر إعتمادًا، وذلك وفق ما يلي: \n– اعتماد برامج كلية السياحة وإدارة الفنادق من المدرسة الفندقية في لوزان، المصنفة الأولى عالميًا في مجالها.\n– اعتماد برامج كلية القانون الكنسي من المعهد البابوي الشرقي في روما.\n– اعتماد برامج كلية الحقوق، أقدم كلية حقوق في الشرق الأوسط، من وكالة الاعتماد FIBAA، عضو الشبكة الأوروبية لضمان الجودة ENQA والمدرجة في السجل الأوروبي لضمان الجودة EQAR\n– اعتماد برامج كلية الاقتصاد والإدارة من وكالة FIBAA السابق ذكرها.\n– اعتماد برنامج علوم التمريض في كلية الصحة العامة من الهيئة الفرنسية للتقييم Hcéres\n– الاعتماد المؤسسي لجامعة الحكمة من وكالة ZEvA الألمانية، العضو في الشبكة الأوروبية لضمان الجودة ENQA والمدرجة في السجل الأوروبي لضمان الجودة EQAR \n\nكذلك عدّد رئيس جامعة الحكمة البروفسور نعمة سلسلة خطوات حققت التميز الأكاديمي ومن أبرزها:\n– الشراكات واتفاقيات الدبلوم المزدوج والتنقّل الجامعي مع أربع عشرة مؤسسات ومعاهد أكاديمية دولية مرموقة بما يتيح للطلاب التبادل الأكاديمي والتعاون على أرفع مستوى. وهي التالية: جامعة بوردو، جامعة Lille، جامعة Paris-Nanterre، جامعة لورين، جامعة Lumière Lyon 2، جامعة Jean Moulin Lyon 3، المدرسة الفندقية في لوزان، المعهد البابوي الشرقي في روما، المعهد الكاثوليكي في باريس، الجامعة الكاثوليكية في ليل، الجامعة الكاثوليكية في ليون، معهد ISC باريس، la Rennes School of Business، جامعة della Calabria\n– إنشاء سياسة جديدة للمنح الدراسية مخصصة للطلاب الحاصلين على نتائج أكاديمية متميزة خلال مسيرتهم الثانوية أو في امتحانات البكالوريا الفرنسية واللبنانية الرسمية. ترافق هذه المنح الطلاب طوال مسيرتهم الجامعية حسب معدلهم التراكمي. وبهذا الصدد، استفاد 90 طالبًا في جامعة الحكمة خلال العام الأكاديمي 2024-2025 من منح تغطي بين 75% و100% من رسومهم الدراسية.\n– إرساء نظام دعم مالي يمثل أكثر من 15% من الميزانية السنوية للجامعة بهدف ضمان تكافؤ الفرص للشباب اللبناني. \nوأكد رئيس جامعة الحكمة أن الجامعة ستبقى مركزًا للابتكار حيث يتعاون الطلاب والباحثون في مشاريع المستقبل، وحيث يشكل التعليم وسيلة للوصول إلى العدالة الاجتماعية والمساواة. \n\nيارد: مصلحة الطلاب في الشراكة في التعليم\nوكان مدير مكتب التوجيه والقبول نديم يارد قد رحب بالحضور مؤكدا أهمية الشراكة في قطاع التعليم لتحقيق مصلحة الطالبات والطلاب وتوجيههم إلى مستقبل مليء بالفرص. أضاف أن جامعة الحكمة تتولى مسؤولية ثمينة تجعلها تقدم للطلاب التعليم النوعي والقيم الإنسانية في بيئة جامعية دافئة وآمنة تساعدهم على النجاح والتقدم.
