DESCRIPTION:استقبل رئيس الجمهورية العماد جوزاف عون في قصر بعبدا، رئيس جامعة الحكمة البروفسور جورج نعمة على رأس وفد، اتى لتهنئته ولوضع إمكانات الجامعة وقدراتها في تصرفه من اجل وضع الأهداف التي تحدث عنها رئيس الجمهورية، موضع التنفيذ. \nوعرض البروفسور نعمة المراحل التي قطعتها الجامعة على مدى 150 عاماً منذ تأسيسها، والأفكار الموضوعة للعمل على تطويرها وتعزيز حضورها المحلي والدولي، كما دعاه لرعاية المؤتمر العلمي الذي تنظمه كلية الحقوق في الجامعة. \n  \n \n  \n \n  \nكلمة البروفسور نعمة \nوخلال اللقاء، القى رئيس جامعة الحكمة الكلمة التالية: \n“فَخَامَةَ الرَّئِيسِ، يَسُرُّنَا وَيُشَرِّفُنَا أَنْ نَزُورَكُمْ اليَوْمَ مَعَ بِدَايَةِ عَهْدِكُمْ، حَيْثُ نَتَطَلَّعُ مَعَ جَمِيعِ اللُّبْنَانِيِّينَ إِلَى فَجْرٍ جَدِيدٍ لِوَطَنِنَا، مَعَ انْتِظَامِ عَمَلِهِ الدُّسْتُورِيِّ وَمَعَ تَوَلِّيْكُمْ سُدَّةَ رِئَاسَةِ البِلادِ وَقِيَادَتِهَا نَحْوَ مُسْتَقْبَلٍ مُشْرِقٍ يَضْمَنُ لِمُواطِنِيهَا أَفْضَلَ سُبُلِ العَيْشِ الكَرِيمِ. نَأْتِيكُمْ اليَوْمَ وَقُلُوبُنَا مَفْعَمَةٌ بِالأَمَلِ وَالثِّقَةِ بِفَخَامَتِكُمْ، وَاضِعِينَ كَافَّةَ مَوَارِدِنَا البَشَرِيَّةِ وَالأَكَادِيمِيَّةِ وَالبَحْثِيَّةِ بِتَصَرُّفِكُمْ. إِنَّنَا نَتَطَلَّعُ قُدُمًا لِأَيَّامٍ أَفْضَلَ لِوَطَنِنَا، وَنَحْنُ عَلَى يَقِينٍ أَنَّ قِيَادَتَكُم الحَكِيمَةَ وَالوَطَنِيَّةَ، كَمَا عَهِدَهَا اللُّبْنَانِيُّونَ خِلَالَ تَوَلِّيْكُمْ قِيَادَةَ المُؤَسَّسَةِ العَسْكَرِيَّةِ، سَتَقُودُ لُبْنَانَ إِلَى بَرِّ الأَمَانِ، وَتَنْفُضُ عَنْهُ غُبَارَ الحُرُوبِ وَالانْقِسَامَاتِ وَالأَزَمَاتِ الاقْتِصَادِيَّةِ وَالاجْتِمَاعِيَّةِ الَّتِي أَثْقَلَتْ كَاهِلَهُ.\nفَخَامَةَ الرَّئِيسِ، نَحْتَفِلُ هٰذَا العَامَ بِالذِّكْرَى المِئَةِ وَالخَمْسِينَ لِتَأْسِيسِ جامِعَةِ الحِكْمَةِ، مَعَ مَا تَحْمِلُهُ مِنْ إِرْثٍ عَرِيقٍ مِنَ العَطَاءَاتِ وَالإِنْجَازَاتِ الفِكْرِيَّةِ وَالأَكَادِيمِيَّةِ، حَيْثُ أَعَدَّتِ الجامِعَةُ وَخَرَّجَتْ عَلَى مَدَى عُقُودٍ قُضَاةً وَمُحَامِينَ وَمُهَنْدِسِينَ وَخَرِّيجِينَ فِي مُخْتَلِفِ الِاخْتِصَاصَاتِ، تَبَوَّأُوا مَرَاكِزَ مَرْمُوقَةً فِي خِدْمَةِ هٰذَا الوَطَنِ. مِئَةٌ وَخَمْسُونَ عَامًا مِنَ العَطَاءِ وَالتَّعْلِيمِ، شَهِدَتْ خِلَالَهَا الجامِعَةُ وِلَادَةَ وَنُشُوءَ لُبْنَانَ الكَبِيرِ، وَلَعِبَتْ دَوْرًا أَسَاسِيًّا فِي تَمْهِيدِ الطَّرِيقِ لَهُ قَبْلَ خَمْسِينَ سَنَةً مِنْ تَأْسِيسِهِ، حَيْثُ غَرَسَ فِيهَا مُؤَسِّسُهَا، المِثْلَثُ الرَّحَمَاتِ المِطْرَانُ يُوسُف الدِّبْس، بُذُورَ الشَّجَاعَةِ وَالمَعْرِفَةِ وَالرِّيَادَةِ الَّتِي أَثْمَرَتْ أَجْيَالًا مِنْ رُوَّادِ النَّهْضَةِ الفِكْرِيَّةِ وَالوَطَنِيَّةِ. تَضُمُّ الجامِعَةُ اليَوْمَ ثَمَانِي كُلِّيَّاتٍ تُسَاهِمُ فِي صَقْلِ المَعْرِفَةِ وَتَطْوِيرِ المَهَارَاتِ وَإِنْتَاجِ الأَبْحَاثِ العِلْمِيَّةِ وَخِدْمَةِ المُجْتَمَعِ، وَتَتَأَلَّقُ الوَاحِدَةُ تِلْوَ الأُخْرَى فِي نَيْلِ الِاعْتِمَادَاتِ الدُّوَلِيَّةِ الأُورُوبِّيَّةِ وَالأَمِيرِكِيَّةِ. سَوْفَ تَبْقَى الجامِعَةُ أَمِينَةً وَمُحَافِظَةً عَلَى تُرَاثِهَا وَرِسَالَتِهَا، بِرِعَايَةِ وَإِشْرَافِ وَلِيِّهَا، رَئِيسِ أَسَاقِفَةِ أَبْرَشِيَّةِ بَيْرُوتَ المَارُونِيَّةِ، سِيَادَةِ المِطْرَانِ بُولُس عَبْدِ السَّاتِرِ السَّامِي الِاحْتِرَامِ، فِي انْفِتَاحِهَا عَلَى هٰذَا المُوزَايِيكِ اللُّبْنَانِيِّ الفَرِيدِ، الَّذِي يُمَثِّلُ ثَرْوَةَ هٰذَا الشَّرْقِ، وَلُؤْلُؤَةَ العَالَمِ فِي التَّعَدُّدِيَّةِ الثَّقَافِيَّةِ، وَالَّذِي وَصَفَهُ البَابَا القِدِّيسُ يُوحَنَّا بُولُس الثَّانِي بِأَرْضِ الرِّسَالَةِ لِلْعَالَمِ أَجْمَعِ. \nصَاحِبَ الفَخَامَةِ، نُنَاشِدُكُمُ اليَوْمَ أَنْ تُصْدِرُوا تَوْجِيهَاتِكُمْ لِلْجِهَاتِ المَعْنِيَّةِ لِلْقِيَامِ بِمَا يَلْزَمُ لِدَعْمِ التَّعْلِيمِ العَالِي فِي لُبْنَانَ وَتَعْزِيزِ دَوْرِهِ. إِنَّ النُّمُوَّ الاقْتِصَادِيَّ المَنْشُودَ لَا يُمْكِنُ أَنْ يَتَحَقَّقَ فِعْلًا إِلَّا مِنْ خِلَالِ البَحْثِ العِلْمِيِّ، الَّذِي يُعَدُّ رَافِعَتَهُ الأَسَاسِيَّةَ فِي كَافَّةِ المَجَالَاتِ، وَنَحْنُ فِي لُبْنَانَ نُوَاجِهُ تَحَدِّيَاتٍ كُبْرَى فِي مَجَالِ تَمْوِيلِ البَحْثِ العِلْمِيِّ فِي الجَامِعَاتِ، بَيْنَمَا يُشَكِّلُ فِي الدُّوَلِ المُتَقَدِّمَةِ نِسْبَةً مِئَوِيَّةً تَتَجَاوَزُ الـ ٣٪ مِنَ النَّاتِجِ المَحَلِّيِّ الإِجْمَالِيِّ، بِمُسَاهَمَةٍ فَاعِلَةٍ مِنَ القِطَاعِ الخَاصِّ المُنْتِجِ. نَتَقَدَّمُ اليَوْمَ مِنْ فَخَامَتِكُمْ بِاقْتِرَاحِ إِعَادَةِ النَّظَرِ فِي سِيَاسَةِ الإِعْفَاءِاتِ عَنِ الغَرَامَاتِ الَّتِي تَصْدُرُ بِتَشْرِيعَاتٍ وَمَرَاسِيمَ وَقَرَارَاتٍ وِزَارِيَّةٍ، كَمَا عَهِدْنَاهَا فِي العُقُودِ المَاضِيَةِ، بُغْيَةَ إِلْغَائِهَا، وَالَّتِي تَتَرَتَّبُ عَنْ تَأْخِيرٍ وَمُخَالَفَاتٍ فِي تَسْدِيدِ الشَّرِكَاتِ لِضَرَائِبِهَا وَرُسُومِهَا، وَاشْتِرَاطِ مُسَاهَمَتِهَا بِنِسْبَةٍ مُحَدَّدَةٍ فِي تَمْوِيلِ البَحْثِ العِلْمِيِّ فِي الجَامِعَاتِ المَرْمُوقَةِ كَشَرْطٍ لِتَخْفِيضِهَا، عِوَضًا عَنْ أَنْ تَذْهَبَ سُدًى، وَهِيَ بِالأَصْلِ لَا تَدْخُلُ إِلَى الخَزِينَةِ العَامَّةِ. \nسَيُشَكِّلُ هٰذَا الإِنْجَازُ، إِنْ تَحَقَّقَ، رَافِعَةً اسْتِرَاتِيجِيَّةً لِلتَّعْلِيمِ العَالِي وَلِلاِقْتِصَادِ الوَطَنِيِّ، وَسَيُسْهِمُ فِي خَلْقِ فُرَصِ عَمَلٍ نَوْعِيَّةٍ لِتَطْوِيرِ القُدْرَةِ التَّنَافُسِيَّةِ وَالإِنْتَاجِيَّةِ لِلصِّنَاعَاتِ اللُّبْنَانِيَّةِ، مِمَّا يُعِيدُ لِلُبْنَانَ دَوْرَهُ الرِّيَادِيَّ فِي المِنْطَقَةِ. فِي الختام، نَتَشَرَّفُ، فَخَامَةُ الرَّئِيسِ، بِإلتِمَاسِ رِعَايَتِكُمْ لِلْمُؤْتَمَرِ العِلْمِيِّ الَّذِي تُنَظِّمُهُ كُلِّيَّةُ الحُقُوقِ فِي الجامِعَةِ فِي التاسع مِنْ أَيَّارَ العَامِ الحَالِيِّ، وَالَّذِي سَيَتَنَاوَلُ إِحْدَى رَكَائِزِ خِطَابِ قَسَمِكُمُ الدُّسْتُورِيِّ، أَلَا وَهِيَ اسْتِقْلَالِيَّةُ السُّلْطَةِ القَضَائِيَّةِ فِي لُبْنَانَ، نَظَرًا لِأَهَمِّيَّةِ هٰذَا المَبْدأ فِي إِرْسَاءِ دَوْلَةِ القَانُونِ وَالمُؤَسَّسَاتِ الَّتِي طَالَ انْتِظَارُهَا عَلَى مَدَى العُقُودِ المَاضِيَةِ. وَبِفِعْلِ إِيمَانِنَا الرَّاسِخِ وَحِكْمَتِنَا، سَنَبْقَى لِلْعَهْدِ وَلِلأَمَانَةِ أَوْفِيَاءَ، وَلِأَرْضِ الرِّسَالَةِ وَالتَّعَدُّدِيَّةِ وَاللِّقَاءِ مُثَابِرِينَ، وَلِلأَرْزِ وَشُمُوخِهِ مُحَافِظِينَ.” \n  \nرد الرئيس عون \nورد الرئيس عون مرحباً بالوفد، ومشدداً على أهمية التربية والثقافة في لبنان والمساهمة الكبيرة التي تقدمها جامعة الحكمة العريقة في هذا المجال، من خلال رسالتها التي تنقلها من جيل الى جيل، والتي تركّز على الفكر والعلم والمعرفة وهي الكنز اللبناني الحقيقي الذي لا ينضب والذي لا يعرف حدوداً، بدليل التألق الذي يشهده العالم للبنانيين في مختلف الحقول: السياسية والطبية والعلمية والاجتماعية والثقافية…\nوتطرق الى استقلال القضاء والقضاة والدور الكبير الذي يضطلع به في بناء لبنان ونهضته، والوصول الى الدولة التي يتوق اليها الجميع، دولة القانون والمؤسسات. \n  \n    \nبعدها، قدم البروفسور نعمة هدية تذكارية رمزية الى الرئيس عون، من أرشيف المعهد الماروني في روما خصّ بها الجامعة لتقديمها الى رئيس الجمهورية، وهي عبارة عن قطعة من الحجر الذي اقفل به قداسة البابا يوحنا بولس الثاني عام 2000 الباب المقدس لبازيليك القديس بطرس في الفاتيكان، قبل ان يفتح البابا فرنسيس الباب عام 2015 واعلانه عام اليوبيل الاستثنائي. وتم وقتها توزيع عدد من هذه القطع النادرة المصدّقة بختم الحبر الاعظم، كبركة من الكرسي الرسولي. \n  \n      \n  \n  \n  \nUne brique historique\, scellée dans la Porte Sainte de la Basilique Papale Saint-Pierre au Vatican à la clôture du Grand Jubilé de l’An 2000 proclamé par Saint Jean-Paul II\, et extraite lors de la réouverture de cette même Porte par le Saint-Père François\, au début de l’Année Sainte Extraordinaire de la Miséricorde (2015-2016)\, provenante des archives du Collège Maronite à Rome\, spécialement dédiée à l’Université afin d’être remise au Chef de l’État.

DESCRIPTION:Le vendredi 11 avril\, l’Université La Sagesse a eu le plaisir d’accueillir une délégation de l’Agence Universitaire de la Francophonie (AUF)\, marquant une étape significative dans le renforcement de la coopération académique dans le domaine du numérique. \n \nMme Omneya Shaker\, Responsable Régionale du numérique à l’AUF Moyen-Orient\, était accompagnée de M. Lassaäd Mezghani\, Directeur de l’Institut de la Francophonie pour l’Ingénierie de la Connaissance et la Formation à Distance (IFIC). \n \nLa direction de l’Université La Sagesse était représentée par les Vice-Recteurs\, les Doyens\, les Directeurs de centres et plusieurs collègues\, témoignant de l’intérêt institutionnel porté à cette collaboration. \n \nAu cours de cette rencontre\, M. Mezghani a présenté les missions et services de l’IFIC\, mettant en lumière les nombreuses opportunités de collaboration qu’offre la francophonie universitaire dans le domaine du numérique éducatif.

SUMMARY:Career Fair 2025 at Université La Sagesse
DESCRIPTION:The Center for Career Development at Université La Sagesse hosted its annual Career Fair under the theme: Network your Way… Take the Lead. The event\, held on the main campus\, was attended by University President Professor George Nehme\, members of the university council\, and brought together students and alumni with representatives from nearly 60 companies from multiple industries. \n \nAs part of its ongoing mission\, Université La Sagesse is committed to supporting students not only throughout their academic journey but also in their transition to the professional world. The Career Fair provided a valuable platform for exploring hiring trends\, in-demand skills\, and an array of internship and employment opportunities\, both part-time and full-time. \n \nMrs. Joanne Doumit\, Director of the Center for Career Development\, shared insights from a recent survey\, and it showed that the majority of Université La Sagesse graduates successfully secure jobs in their fields of study. This result is a clear reflection of the university’s solid commitment to delivering results-driven education that bridges academic learning with professional success. \nMrs. Doumit also emphasized the importance of the university’s flexible academic model\, which allows students to gain hands-on experience alongside their studies. This approach not only enriches their academic journey but also equips them with a competitive edge in the job market. \n \nThe Center for Career Development continues to play a key role in guiding students through this transition\, providing personalized support as they explore career options\, craft résumés\, prepare for interviews\, and develop the essential skills needed to build a successful and confident professional future.

SUMMARY:CSR Environmental Initiative by Université La Sagesse
DESCRIPTION:On Wednesday\, April 16\, the Office of Corporate Social Responsibility (CSR) at Université La Sagesse held its first CSR Environmental Initiative in Kafra\, Beit Mery\, reinforcing the university’s commitment to sustainability and environmental responsibility. \n \nIn collaboration with the Maronite Archdiocese of Beirut\, the Lebanese Reforestation Initiative\, and Advanced Car Rentals\, the event gathered faculty members from Université La Sagesse who took part in planting a hedge of native Mediterranean Species. \n \nThe planting included thyme\, rosemary\, and lavender. DESCRIPTION:Dans le cadre des célébrations du jubilé des 150 ans de l’Université La Sagesse\, la Faculté de santé publique de l’Université La Sagesse a organisé une table ronde intitulée ‘’La Sagesse pour vaincre les addictions’’\, abordant deux grands thèmes : l’addiction à la technologie et l’addiction aux drogues.\nL’événement a réuni le président de l’Université\, le professeur Georges Nehmé\, les vice-recteurs\, les doyens\, les enseignants et un large public étudiant. \n \nDiscours de la doyenne de la Faculté de santé publique \n \nLa doyenne de la Faculté de santé publique\, Professeure Diala El Khoury\, a ouvert la table ronde en soulignant que l’événement s’inscrit dans la mission de l’Université La Sagesse\, qui\, au cours de ses 150 années d’histoire\, a démontré son engagement envers le service de l’humain. Elle a précisé que le rôle de l’université ne se limite pas à l’enseignement académique\, mais qu’elle doit aussi accompagner les étudiants au-delà de la sphère académique en les sensibilisant de manière continue aux dangers de l’addiction. \nElle a ajouté que les formes d’addiction ont évolué et ne se limitent plus aux drogues et substances associées\, mais incluent désormais l’addiction aux écrans\, aux jeux vidéo et aux réseaux sociaux. Ces nouvelles addictions affectent particulièrement les jeunes générations\, entraînant des répercussions sur leur santé mentale\, leur réussite académique et leur vie sociale. \nLa professeure El Khoury a expliqué que les technologies numériques sont conçues de manière à stimuler la production de dopamine chez les utilisateurs\, ce qui les incite à répéter l’expérience de manière excessive\, jusqu’à parfois perdre le contrôle. Elle a donc insisté sur l’importance de trouver des solutions pour protéger les jeunes des pièges de la technologie et des drogues. \nAddiction à la technologie \n \nLors de sa présentation sur l’addiction à la technologie\, la chercheuse et enseignante universitaire Dr Maya Samaha Robert a expliqué que cette addiction commence lorsque l’utilisateur accorde la priorité aux jeux vidéo et aux réseaux sociaux\, au détriment de toutes ses autres responsabilités.\nElle a présenté les résultats d’une étude qu’elle a menée au Liban en 2013\, sur l’addiction au monde numérique. Cette étude a impliqué 13 000 foyers répartis dans différentes régions du Liban\, ciblant la catégorie d’âge de 7 à 11 ans. Elle a révélé que 91 % des enfants passent plus de temps que recommandé sur les jeux vidéo\, dépassant les deux heures par jour indiquées par les organisations mondiales. Les adolescents passent ainsi entre 4 et 14 heures par jour à jouer\, souvent jusqu’à tard dans la nuit\, sacrifiant leur santé mentale\, physique et psychologique.\nL’étude a aussi montré que l’utilisation excessive de la technologie pendant les études (le multitâche) réduit les chances de succès académique\, diminuant de 19 fois les chances des garçons et de 8 fois celles des filles d’être meilleurs que leurs pairs. \nEn outre\, 82 % des garçons âgés de 13 à 17 ans jouent à des jeux vidéo destinés à des personnes de plus de 18 ans\, et 92 % d’entre eux visitent des sites web non autorisés pour leur tranche d’âge.\nL’étude révèle également que plus l’usage des smartphones est intensif\, plus l’anxiété chez les jeunes augmente. \nDr Samaha Robert a encouragé les parents à proposer des alternatives aux jeux vidéo pour leurs enfants et a souligné que leur rôle dans la protection des jeunes est essentiel. Elle a aussi insisté sur l’importance de lancer des campagnes de sensibilisation dans les écoles et les universités\, ainsi que de promouvoir des lois pour protéger la société — en particulier les enfants et adolescents — des dangers de ces addictions numériques. \nAddiction aux drogues \n \nL’addiction aux drogues a été abordée par M. Antoine Nader\, directeur du Centre de suivi de l’Association Amour et Lumière\, et la Dr Nadia Badran\, directrice exécutive de SIDC ainsi que présidente du syndicat des travailleurs sociaux au Liban. \nM. Nader a expliqué que l’addiction aux drogues ne peut être surmontée que grâce à un traitement à long terme. Il a précisé que l’enfance est une étape clé et que des traumatismes vécus durant cette période peuvent conduire à l’addiction. \nIl a souligné l’importance des programmes de soutien qui se basent sur l’autosupport\, afin d’aider les personnes dépendantes à progresser à travers un système structuré qui leur permet de se développer intellectuellement et émotionnellement. \n \nDe son côté\, la Dr Badran a insisté sur l’importance d’adopter une approche empathique et non jugeante à l’égard des personnes souffrant d’addiction\, tout en soulignant que seule une personne spécialisée peut fournir un soutien efficace. Elle a recommandé d’orienter les personnes dépendantes vers des centres spécialisés\, où elles peuvent recevoir un traitement adapté à leurs situations individuelles. \n

DESCRIPTION:Le centre de pédagogie universitaire\, en collaboration avec le centre de formation permanente de l’Université La Sagesse\, a organisé une formation stratégique sur l’adoption de l’approche par compétences (APC) pour intégrer efficacement les Course Learning Outcomes (CLOs) dans les méthodes d’enseignement et d’évaluation. \nCette session a été destinée aux enseignants à temps plein de l’université. \n \n  \nLa formation\, intitulée “Adopter l’approche par compétences (APC) afin d’implémenter de manière efficace les Course Learning Outcomes (CLOs) dans la pédagogie universitaire”\, a permis aux participants de se familiariser avec les principes de base de l’APC\, d’apprendre à intégrer les CLOs dans les évaluations et de comprendre l’importance de l’alignement logique entre les objectifs d’apprentissage et les évaluations. Elle a également abordé l’utilisation des mises en situation pour évaluer les compétences et la transposition des ressources en classe\, en mettant un accent particulier sur l’intégration des outils numériques en fonction des types de facultés. \n \nLe formateur est Dr. Rawad Chaker\, Docteur en sciences de l’éducation de l’Université Lyon 2. \n \nObjectifs de la Formation \nLes objectifs principaux de la formation étaient de : \n\nComprendre les principes de base de l’APC\n\n\nUtiliser l’APC pour intégration efficacement les CLOs dans les évaluations\n\nAssurer un alignement logique entre les objectifs d’apprentissage et les évaluations afin de consolider une approche par compétences.\n\n\n\n\nUtiliser les mises en situation pour évaluer les compétences\n\nFournir un cadre clair et opérationnel pour l’intégration des CLOs dans la conception des examens et des évaluations continues.\n\n\n\n\nDéveloppement d’un savoir-faire dans :\n\nL’identification et la formulation des CLOs pertinents pour leurs cours.\nL’élaboration d’évaluations alignées avec ces CLOs.\nL’utilisation d’outils et de grilles d’évaluation validées pour mesurer leur atteinte.\n\n\n\n\nTransposition des ressources en classe –par type de faculté– avec l’intégration d’outils numériques :\n\nL’objectif est de mettre l’accent sur la transposition des ressources pédagogiques\, et pas uniquement sur l’usage d’outils numériques.\n\n\n\n \nEn mettant en œuvre ces stratégies\, les participants étaient amenés à développer un savoir-faire dans l’identification des CLOs pertinents et à élaborer des évaluations alignées avec ces objectifs. \n

وقانونية ستُستخرج منها توصيات لإرسالها إلى المجلس النيابي وإغناء النقاش الذي سيبدأ في اللجان وبعدها الهيئة العامة حول قانون استقلالية القضاء بعد إقرار مجلس الوزراء أخيرًا مشروع قانون بهذا الصدد، بحيث تسهم المقترحات والآراء التي تقدم بها المشاركون في المؤتمر من قضاة ورجال اختصاص مشهود لهم بمواقعهم الحالية والسابقة وخبرتهم الغنية بما يحصّن القانون المأمول إقراره ويضمن تحقيقه أهدافه الإصلاحية المنشودة. \n \nالعميد سعد \nإستهل المؤتمر بالنشيد الوطني اللبناني فنشيد جامعة الحكمة وكلمة ترحيبية لعريف المؤتمر الإعلامي بسام أبو زيد، ثم بدأت الجلسة الإفتتاحية بكلمة عميد كلية الحقوق في جامعة الحكمة الدكتور شادي سعد الذي لفت إلى أن المؤتمر يأتي بعد مرور ما يقارب مئة وخمسين عامًا على افتتاح أول مدرسة للحقوق في لبنان والمنطقة، وعاد بالذاكرة إلى كلمات المؤسس المطران يوسف الدبس، يوم الافتتاح حين قال: “إن الوطن، في مثل هذا الزمن، بأمس الحاجة إلى تعميم معرفة القوانين”. كما استحضر ما جاء في خطبة أول أستاذ في مدرسة الحقوق في الحكمة، المحامي نقولا نقاش، حين بيّن أن “القانون، الكلمة السريانية المعربة، يعني الأصل والمقياس لكل شيء، هو من أعظم الأمور اللازمة لعموم الأمم”. \nوتابع العميد سعد قائلا: “اليوم، نؤكد من جديد أن “حكمة” هذا الزمن لا تزال ماضية على الدرب ذاته، بقيادة وليّها، رئيس أساقفة بيروت للموارنة سيادة المطران بولس عبد الساتر السامي الاحترام، الذي قال في عظته الشهيرة: الزعيم الحقيقي هو من يقول الحق دومًا، من دون مواربة ولا خوف، ولا يساوم عليه، ويعمل لخير المواطن، كل مواطن، ومن دون تردد”. وتابع عميد كلية الحقوق في جامعة الحكمة مضيفا أن ما من تجسيد أصدق لهذا القول، إلا أن تكون السلطة القضائية حرّة ومستقلة، فتشكّل الضمانة الأساس للوطن والمواطنين، دون حاجتهم إلى أي ضمانة أخرى. \nوتابع أن المؤتمر الذي يأتي بعد إحالة الحكومة إلى المجلس النيابي قبل أسبوع مشروع قانون تنظيم القضاء العدلي، يشكل فرصة لنقاش علمي معمّق، تقوده النخبة الحقوقية الوطنية من داخل هذا الصرح الحقوقي. وأردف الدكتور شادي سعد قائلا “إن انطلاقة عهد جديد؛ ووخطاب قسم كان التعهد الأول لفخامة الرئيس فيه، العمل على إقرار قانون استقلالية القضاء؛ وووزير عدل استثنائي بقراره الحر ومناقبيته، خارج من رحم أم النقابات؛ وكذلك رئيس مجلس القضاء الأعلى، صلبًا كصخر بلاد جبيل، وانعكاسًا لأيام الزمن الجميل؛ ومجلس قضاء أعلى في بداية ولايته يضم أفضل الكفاءات؛ ونقابتي محامين متأهبتان بقيادة نقيبين يدركان قدسية المعادلة التي توازن بين القضاء والمحاماة؛ وجامعات واعية لدورها في بناء الدولة، وإن جامعة الحكمة خير دليل على ذلك، حيث اعتبر رئيسها البروفيسور جورج نعمة أن رسالتها الوطنية تسمو على كل أمر آخر؛ كل ذلك يشكل تراكما للفرص الثمينة لصياغة رؤية متكاملة نحو قضاء نطمح إليه جميعًا”. \nأضاف عميد كلية الحقوق في الحكمة: “نحن لا نطالب بالمستحيل، نحن نطالب بالحق: ونريد قضاءً مستقلاً عن كل السلطات، يعمل معها تحت سقف الدستور، لا تابعًا لها ولا خاضعًا. نريد قضاءً منصفًا، محصّنًا من التدخلات، يلتزم بأصول المحاكمة العادلة والسريعة، دون تسرّع. نريد قضاءً نزيهًا، يشبه غالبية قضاة لبنان الشرفاء، لا يعرف المساومة ولا يرضخ لضغوط. نريد قضاءً مستقلاً ماليًا، له موازنته وآلياته في الصرف من دون منّة من أحد. نريد قضاءً عصريًا، يواكب التحولات الرقمية، ويتحرر من بيروقراطية القرن الماضي. نريد قضاءً ضامنًا للحريات والحقوق، لا سلطة فوقه إلا القانون”. \nوختم مؤكدًا أن هذه هي العدالة التي نستحقها وهذا هو القضاء الذي نطمح إليه وهو قضاء عادل، مستقل، وفاعل، لا خاضع، ولا خائف، ولا غائب. \n\n \nالبروفسور نعمة\n\nبعدها كانت كلمة رئيس جامعة الحكمة البروفسور جورج نعمة الذي لفت إلى أن المؤتمر ليس مجرد لقاء أكاديمي أو فكري عابر، بل هو محطة مفصلية على طريق إعادة بناء دولة القانون والمؤسسات في لبنان، مضيفا أن استقلالية القضاء ليست مجرد شعار يرفع عاليا، بل هي الضمان الحقيقي لحقوق المواطنين وحرياتهم، والحصن المنيع ضد كل أشكال الظلم والإستبداد. \nوقال رئيس جامعة الحكمة: “لم يكن لبنان يومًا هامشيًا في تاريخ القانون بل لعب منذ القدم دورًا محوريًا في ميدان الحقوق وقد تجلى ذلك بوضوح منذ تأسيس مدرسة الحقوق الرومانية في بيروت التي أنارت العالم بفكرها القانوني وأسست الكثير من المبادئ القانونية التي ما زالت راسخة حتى يومنا هذا. ومن هذا الإرث العريق، ولدت مدرسة الحقوق في جامعة الحكمة منذ مئة وخمسين عامًا على يد صاحب الرؤية الثاقبة راعي أبرشية بيروت المثلث الرحمات المطران يوسف الدبس، لتكون منارة للعلم والمعرفة، سباقة ورائدة في بلورة الحق ودعم العدالة التي من خلالها نبني الإنسان ونحمي الكيان”. \nوتابع البروفسور نعمة أن قامات كبيرة من رجال القانون والسياسة تخرجوا من الكلية التي لعبت دورًا بارزًا في تاريخ لبنان وصيرورته وأسهمت في بناء مختلف مؤسساته. وتابع أن جامعة الحكمة، هذا الصرح العلمي العريق، كانت دائمًا منخرطة بتاريخ الوطن وتحدياته. فقد رافقت ولادة ونشأة دولة لبنان الكبير واستقلال عام 1943 وعايشت الحرب اللبنانية وواجهت انهيار المؤسسات وهي تعود اليوم لتسهم بكل ما أوتيت به من حكمة وقوة وعزم في إعادة بناء دولة لبنان ومؤسساته لا سيما مرفق عام العدل الذي يشكل الدعامة الأساسية لقيام الدولة واستقرار الوطن. \nوأعلن رئيس جامعة الحكمة الإلتزام بالرسالة المرتكزة على قيم الجامعة وهي الحرية والعدالة والمسؤولية الإجتماعية واحترام كرامة الإنسان. وقال “إننا نؤمن بأن استقلالية القضاء ليست ترفًا بل ضرورة ملحة وهي ليست مطلبًا فئويًا بل هي حاجة وطنية ماسة. فلا دولة قوية من دون قضاء مستقل، ولا اقتصاد مزدهر من دون عدالة ناجزة، ولا مجتمع متماسك من دون سيادة القانون”. وختم الرئيس البروفسور نعمة واضعًا طاقات وخبرات جامعة الحكمة، وفي طليعتها كلية الحقوق، في تصرف الدولة اللبنانية لكي يتم النهوض بالمؤسسات وفي مقدمها القضاء كما عهده لبنان في زمن عزه: مستقلا، فاعلا، شفافًا وخاضعًا فقط لسلطة القانون. ودعا رئيس جامعة الحكمة إلى العودة إلى جوهر الدولة وميزان كرامتها عبر تعزيز استقلال القضاء وحماية القضاة وتحديث التشريعات وإعادة ثقة المواطن اللبناني بالمؤسسات والمرافق العامة. \nالنقيب المصري \nثم ألقى نقيب المحامين فادي المصري كلمة أبدى فيها فخره واعتزازه بجامعة الحكمة التي تحافظ على إرث حقوقي تاريخي، وتتميز في الوقت نفسه برؤيا وتطلع دائم يساعد على تطوير المجتمع اللبناني والنظام اللبناني،  ودعا الطلاب إلى الإغتناء من الإرث الغني للجامعة وما تسعى إليه من تقدم دائم ومواكبة للتجدد والعصرنة والحداثة. \nوعبّر نقيب المحامين عن ارتياحه لتحوّل موضوع استقلال السلطة القضائية إلى عمل مؤسساتي تهتم به الدولة اللبنانية وتوليه الأولوية في الوقت الحاضر، بعدما كان فقط شأنًا نقابيًا وقضائيًا طيلة الفترة الماضية. \nوعدّد النقيب المصري التحديات أمام السلطة القضائية وسبل معالجتها كالتالي: \n–        تحديث معهد الدروس القضائية الذي هو مفخرة للبنان وأقدم مدرسة لإعداد القضاة في العالم العربي، إذ أنشى عام 1961 بعد سنتين فقط على إنشاء المعهد الوطني للقضاء في فرنسا. وذكّر بأن المعهد توسع عام 1983 في عهد الرئيس أمين الجميل الذي كان قد شهد مراسيم اشتراعية أدت إلى نهضة قضائية وقانونية. ودعا إلى نهضة في معهد الدروس بحيث يتم تأمين دروس للمتدرجين تواكب متطلبات العصر الحالي. \n–        إلغاء المحاكم الإستثنائية من المحكمة العسكرية وصولا إلى المجلس العدلي، والعودة إلى محاكم العدلية تحت إشراف السلطة القضائية المستقلة وحدها. \n–        معالجة الوضع المالي والمادي للقضاة، من حيث المداخيل من جهة، ومن حيث قاعات المحاكم ومقرات العمل من جهة ثانية. \n–        إستقلالية القضاء وفصل السلطات ولا سيما تحرير التشكيلات من الفيتو السياسي \n–        تأمين حق الدفاع وصون قدسيته وتأمين الإحترام الحقيقي للمادة 47 لناحية حضور المحامي للإستجوابات والسماح له بالإطلاع على الملف بكامله لأن حق الدفاع حق شمولي. \n–        معالجة موضوع السجون الذي يرتبط بنهضة السلطة القضائية حيث من غير المقبول أن تبلغ نسبة الإكتظاظ 286 في المئة. \nوأمل أن يعود لبنان بلدًا مثاليا لاحترام الإنسان وحقوقه ويعكس وجود الله على الأرض. \n\n \nالوزير نصار \n‏بدوره شكر الوزير نصار جامعة الحكمة على تنظيمها للمؤتمر وعلى حضورها في المشهد التربوي وعلى ما تنتجه من نخبة للمجتمع اللبناني ما يؤدي إلى تطوير هذا المجتمع والمؤسسات وقال : \nأنا فخور بأني اتكلم من صرح هذه الجامعة امامكم اليوم وسأتكلم عن موضوعين أساسيين: الأول موضوع قانون إستقلالية القضاء الذي هو موضوع أساسي ولا أؤيد ما قاله البعض بأن قانون استقلالية القضاء يتم بناؤه اليوم لانه كان هناك استقلالية في السابق إلا أنها كانت غير كافية أو بحاجة إلى تطوير والمطلوب أن نضيف إلى هذه القوانين ما يؤمن الاستقلالية ،وأريد بالتالي توجيه تحية إلى جميع قضاة لبنان ورئيس مجلس القضاء الأعلى والرؤساء السابقين على كل ما أنجزوه خلال الفترة السابقة لأننا لا نبني اليوم استقلالية وكأنه لم يكن هناك استقلالية في القضاء في الماضي بالمطلق ، بل كان هناك استقلالية وكان هناك شوائب والمشروع الذي سيعرض على مجلس النواب بعد حوالي أسبوع والنقاش الذي سيحصل حوله يهدف الى تطوير وتحسين هذه الاستقلالية ولكن مع الاستقلالية يجب أن نتكلم عن الثقة التي يجب إعادة بنائها فالثقة مفقودة في المؤسسات ،في القواعد الديمقراطية، في القضاء والثقة بأنفسنا.. اما لماذا فقدت الثقة فالأسباب كثيرة. فقد تغيرت الظروف في كل العالم و تكاثرت مواقع التواصل والوسائل الإعلامية وكثر التشكيك وأصبح هناك تشكيك في كل شيء. \nواضاف ” نحن اليوم في جامعة الحكمة “والحكمة” أصبحت اليوم ضرورة في كل ما نقوم به كمسؤولين “الحكمة” في إدارة البلد ،في استعادة سيادة لبنان واستقلاله ، الحكمة في استعادة دولة القانون ..”فالحكمة” أساسية و من غير “حكمة” لن نصل إلى أي مكان ولن نحقق أي هدف ومن غير حوار فيما بيننا لن نصل إلى أي مكان لأن القضاء في النهاية هو جزء من المجتمع وعندما يشكك المجتمع في كل شيء من المؤكد أنه سيشكك في قضائه، إذا ً نحن اليوم في معركة ليس فقط لاستقلال القضاء بل نحن في معركة لاستعادة الثقة التي تمر “بالحكمة” وبالقدرة بأن نتوقف قليلا وننظر إلى نظامنا الديمقراطي وإلى ماضينا المليء بالصعوبات كما بالإنجازات ويجب استعادة هذه الثقة بأنفسنا وبقدرتنا على التطوير دون أن نعتبر أن ما تم في السابق لا نريد الاعتراف به وبكل ما تم إنجازه بالماضي لأن ما يمكن أن ننظر إليه في الماضي يساعدنا على إصلاح ما يمكن إنجازه في المستقبل . كلما ندفن ماضينا سنشكك في مستقبلنا لذلك يجب مواجهة ماضينا وتقبّل الشوائب والإنجازات ولنتذكر أن القضاء الذي عمل في لبنان في ظروف جداً صعبة مادياً وأمنياً وسياسياً استطاع الاستمرار وهذا الاستمرار هو الحجر الأساس لبناء استقلالية متطورة اليوم . وبالممارسة، لذلك يجب علينا اليوم أن نتمتع بالثقة والحكمة فالأولى دون الثانية لن توصلنا إلى مكان . \nاما بالنسبة لمشروع القانون الذي سيعرض على مجلس النواب فهو مبني على مبدأ الحكمة التي تسمح للجسم القضائي المحافظة على تماسكه وانصهاره وفي الوقت نفسه أن يكون قادراً على تجديد نفسه وأن تتم تعيينات المجلس القضاء الأعلى إمّا من خلال الإنتخاب وإمّا من خلال اقتراح أسماء من قبل القضاء ويتم تعيينها من قبل السلطة التنفيذية. وهذا التوازن بين الاثنين يسمح للقضاء في الوقت نفسه بناء استقلاليته والمحافظة على هيبته وتماسك الجسم القضائي . \nفليس المطلوب أن يتحول القضاء إلى مسرح انتخابي وليس مسموحاً أيضا أن تؤثر السلطة التنفيذية على مسار القضاة وعملهم وهذا التوازن الذي عملنا عليه في قانون استقلالية سلطة القضاء يتضمن أيضا استقلالية مادية لنصل إلى موازنة خاصة بمجلس القضاء كما يتضمن ضرورة تقييم القضاة واستقلالية التفتيش القضائي وآلية تعيين مجلس القضاء الأعلى. \n كل هذه العناصر تم إدراجها في القانون الجديد وسنحاول من خلال هذه العناصر إعطاء السلطة القضائية زخما جديدا وسنستعيد أكثر وأكثر ثقة المجتمع بالقضاء . \nواضاف نصار ” كما يتضمن القانون الجديد حق التعبير وحق إنشاء جمعيات ولكن ضمن أخلاقيات وواجبات القضاة بالمحافظة على حيادهم وعلى استقلالهم ، أي النظر إلى الملف دون تأثر بالعوامل الخارجية أي العوامل السياسية والضغوطات. \nوختم نصار ” صحيح أن هذا القانون يحمي القضاة من السلطة السياسية ولكن يعود للقاضي أن يحافظ على حياده تجاه الضغوطات التي من الممكن أن تؤثر على عمله . \n  \nجلسات العمل \nثم عقدت ثلاث جلسات عمل. الأولى حول الأحكام القانونية التي ترعى المجلس الأعلى للقضاء وصلاحياته حيث تناول البحث تأليف المجلس الأعلى للقضاء وصلاحياته وحق الطعن في قراراته، بمشاركة القاضي جون قزي، الرئيس الأول السابق غالب غانم، القاضي نجاة أبو شقرا. أدار الحوار القاضي فيصل مكي. \nوبحثت جلسة العمل الثانية في دور المجلس الأعلى للقضاء في تعيين القضاة الأصيلين وتناولت التحديات أمام القاضي التي قد تؤثر على تقييمه وكيفية إقرار التشكيلات/ المناقلات القضائية، وعدم جواز نقل القاضي والمداورة في المناطق وقضاة المهمة والإنتدابات، وذلك بمشاركة الوزير عادل نصار، الرئيس الأول سهيل عبود، الوزير السابق شكيب قرطباوي، الرئيس شكري صادر. أدار الحوار القاضي فادي العنيسي. \nوفي جلسة العمل الثالثة تمحور النقاش حول عرقلة مسار العدالة وقضية انفجار مرفأ بيروت كنموذج. وتركز البحث على إشكاليات الحصانات والأذونات وطلبات الرد والتنحي ونقل الدعوى، ودور النيابة العامة التمييزية في القضايا المحالة على المجلس العدلي وإشكالية التعويضات المادية للمتضررين. أدار الحوار البروفسور لارا كرم البستاني بمشاركة الأستاذ موسى خوري، القاضي جوزف سماحة، القاضي رندا كفوري، والوزير السابق زياد بارود.

SUMMARY:Journée internationale des infirmières et des infirmiers 2025 à la Faculté de santé publique
DESCRIPTION:À l’occasion de la Journée internationale des infirmières et infirmiers 2025\, le Département des sciences infirmières de la Faculté de santé publique de l’Université La Sagesse a organisé\, le lundi 12 mai\, une conférence\, autour du thème : « Caring for Nurses\, Strengthening Our World ».\n\nCet événement a rassemblé étudiants et enseignants dans une ambiance chaleureuse et engagée. \n\n\n \n\nLa conférence a été marquée par la présence inspirante de Dr Myrna Abi Abdallah Doumit\, une référence incontournable du leadership infirmier au Liban et à l’échelle internationale. Ancienne présidente de l’Ordre des infirmiers et infirmières du Liban\, elle a dirigé la profession durant des périodes de crise majeures\, notamment la pandémie de COVID-19\, l’explosion du port de Beyrouth et la crise économique. Son engagement en faveur de la santé mondiale a été salué par de nombreuses distinctions\, dont le Prix de reconnaissance des agents de santé de l’OMS pour le leadership (2021) et l’Ordre du Mérite libanais (2022). Elle a aussi reçu le titre de « Heroine of Health » (2021)\, une distinction décernée par le Conseil international des infirmières et Women in Global Health. Dr Doumit est actuellement élue représentante actuelle de la région MENA au sein du Conseil international des infirmières (ICN). \n\n\n \nSon intervention a mis en lumière l’importance de prendre soin des soignants\, de renforcer leur résilience\, et de développer des compétences de leadership\, notamment dans les contextes de crise. Dr Doumit a aussi partagé une réflexion approfondie sur les leviers du leadership infirmier\, en lien avec les défis du système de santé libanais.\n\n\n \nLa conférence a été enrichie par un échange direct entre Dr Doumit et les étudiants de 3e année\, qui lui ont adressé des questions pertinentes sur la résilience\, la motivation des équipes\, le rôle des jeunes dans la profession\, ou encore l’engagement au sein d’organisations internationales comme l’ICN.\n\nLa matinée s’est conclue dans une ambiance conviviale autour d’un gâteau partagé entre étudiants\, enseignants et invités. \n\n  \n \nPar cet événement\, la faculté de santé publique de l’Université La Sagesse réaffirme son engagement à former des professionnels de santé compétents\, responsables et porteurs de changement.\n

DESCRIPTION:Scholarships that Shape Futures at Université La Sagesse \nUniversité La Sagesse launched an initiative to offer academic scholarships. During a ceremony\, which 90 scholarships were awarded to 66 students. These scholarships covered between 50%\, 75%\, and 100% of tuition fees based on the students’ grades from the spring and fall semesters. Some of the high-achieving students received two scholarships. \nThe event took place at the main campus in and was attended by the President Professor Georges Nehme\, members of the University Council\, Dean of Student Affairs Father Dr. Milad Aboudd\, Director of the Student Affairs Office Ziad Najjar\, the scholarship recipients and their families\, along with members of Université La Sagesse from both the administrative and academic bodies. \nIn his speech\, Professor Nehme stated that the academic scholarships are part of the university’s policy to provide student services. Under this policy\, 20% of the annual budget is allocated to scholarships and other forms of assistance\, aiming to support students and offer equal opportunities for academic achievement. \nProfessor Nehme explained that Université La Sagesse managed to overcome the financial crisis that erupted in 2019. Faculty salaries have regained 100% of their pre-crisis value\, while current tuition fees for students represent only 60% of what they were before the crisis that many other institutions have not been able to achieve. \nHe added that Université La Sagesse is proud of all its students without exception and stands by each one of them by offering the highest quality education at a thoughtfully calculated cost. He also said that Université La Sagesse wants its students to be prepared not only to enter the job market but also to serve our nation\, Lebanon. This is a core goal of the university and one constantly emphasized by the Chancellor of Université La Sagesse\, His Excellency Monsignor Boulos Abdul Sater\, the Maronite Archbishop of Beirut. \nProfessor Nehme pointed out that Université La Sagesse\, founded in 1875\, is one of the three oldest universities in Lebanon alongside the American University of Beirut and Université Saint Joseph. Its founder\, the late Archbishop Youssef El Debs\, envisioned it as a place for dialogue\, peace\, and the promotion of human values. Professor Nehme added that this venerable history entails great responsibilities: to preserve this distinguished institution and to ensure its growth through scientific research and by keeping pace with modernization\, institutional requirements\, and evolving teaching methodologies and skills. \nProfessor Nehme affirmed that the university has been implementing a strategic five-year plan (2021–2026)\, which will be accomplished ahead of schedule\, allowing for the preparation of a new five-year plan (2026–2031) that will address more goals and challenges and align with the United Nations Sustainable Development Goals. \nHe also highlighted major achievements in this area\, noting that the university has worked to attract highly qualified and professional teaching staff to offer the best educational experience. He mentioned that Université La Sagesse is continuing its pursuit of accreditation from leading international bodies to enhance its academic standing\, while also strengthening partnerships with international universities to provide students with opportunities for academic exchange. \nThe president also noted several initiatives aimed at fostering student initiative and helping them integrate into the job market\, including through the Center for Continuing Education and the Pôle de l’Université La Sagesse pour l’Entrepreneuriat\, in collaboration with the Université de Lorraine. He emphasized the importance of the university’s inclusion center\, which supports students with special needs by ensuring their right to education and preventing the loss of their talents and skills. \nHe also announced that a multidisciplinary policlinic will open this coming summer to provide healthcare services to the university community\, including faculty\, staff\, employees\, students\, and their families. All these efforts reflect Université La Sagesse’s social\, human\, and ethical commitment to the society\, in addition to its academic mission. \nScholarships Policy\nMr. Ziad Najjar\, Director of the Office of Student Affairs\, elaborated on the university’s scholarship policy. He explained that in addition to the academic excellence scholarships\, the university offers scholarships to students who excel in the French and Lebanese Baccalaureate exams by exempting them from part of the first semester tuition. DESCRIPTION:On May 22\, 2025\, the Faculty of Economics and Business Administration (FEBA) at Université La Sagesse\, in collaboration with BOB Finance\, organized the FEBA Marketing Competition 2025. \nThe competition brought together student teams who presented strategic marketing campaigns aimed at promoting the newly launched BOB App digital wallet. Each team delivered its proposal in front of a live audience and a jury of professionals from the marketing and financial sectors. \nA total of 23 teams participated in the competition\, and 8 teams advanced to the final round.
